From Bouvier's Law Dictionary, Revised 6th Ed (1856) :

  PIPE, Eng. laid. The name of a roll in the exchequer otherwise called the 
  Great Roll. A measure containing two hogsheads; one hundred and twenty-six 
  gallons is also called a pipe.
